Unmanaged Costs: 
Government Contracting by the State of Ohio

This April 2002 report finds that State of Ohio spending on services from outside vendors has skyrocketed over the past decade, nearly tripling since 1991. As a proportion of payroll, state purchases of outside services (like data-processing) more than doubled over the past 10 years.  Despite heavy pressure on the state budget, the state has done little to scrutinize this spending trend or put systems in place to monitor outside contracting and ensure accountability.
